Five Sub Rule May Be Permanent

The temporary five-substitute rule instituted by the International Football Association (IFAB) may become a more permanent fixture on the cards.

Following a recent meeting chaired by football’s world governing body, FIFA involving IFAB’s football and technical advisory panels, the recommendation was made to take effect from the 2022-23 season start.

The rule, which was first introduced in May 2020, will be decided on by individual football leagues and competitions. The IFAB extended the five sub option for the 2021-22 season last year, which allowed clubs and coaches to cope with sudden absentees as a result of the COVID-19 virus.

In a statement, IFAB said: “FAP-TAP recommended that competitions should be able to decide on increasing the number of substitutes according to the needs of their football environment, while the current number of substitution opportunities (three plus half-time) should stay the same.”

Policymakers said it follows “a number of requests from confederations, associations, leagues and other key stakeholders for this option to be introduced permanently”.

While some clubs felt having five substitutions would unfairly benefit major clubs with stronger squads, some leading managers, including Juegen Klopp of Liverpool and Pep Guardiola of Manchester City, said the limit on changes contributed to injury problems.

The proposal is set to go before IFAB’s business meeting later this month and is likely to be approved during the general meeting next March.
